On the afternoon of December 10, 2024, in response to the current focus of multinational taxpayers and tax-related professional service agencies on tax certainty services, the Tax and Competition: Tax Certainty of Major Transactions of Multinational Enterprises Seminar, hosted by the China Association of Certified Tax Agents, co-organized by the Shenzhen Association of Certified Tax Agents, and undertaken by the Shenzhen International Taxation Research Association, was successfully concluded at the Shenzhen Qianhai International Tax Agent Building!

Mr. Jiang Yuesheng, Executive Director of the China International Taxation Research Association, Deputy Director of the Academic Committee, and former Deputy Director of the Jiangsu Provincial Taxation Bureau, first shared the development trend of tax certainty services in the current international environment, international comparisons, and China's response. He deeply analyzed the changes in the international tax environment, compared the tax policies of different countries, and proposed China's response measures in international tax cooperation. Mr. Jiang's speech provided participants with a macro perspective on international taxation and emphasized the importance of tax certainty in international transactions.
Regarding the theme of the focus and difficulties of taxation in major transactions of multinational companies, Ms. Dou Ying, a member of the International Development Committee of the China Certified Tax Agents Association, shared her insights in practice, providing valuable guidance for the compliance and planning of multinational companies in a complex tax environment.
Then, Mr. Shek Wing Man, President of the Hong Kong Taxation Institute, shared his views on the assessment system of Hong Kong's tax certainty services. Mr. Shek introduced the assessment system of Hong Kong in detail and discussed the characteristics and advantages of Hong Kong's tax certainty services. Mr. Shek's speech provided profound insights into the understanding of Hong Kong's tax system and was instructive for the tax planning of enterprises in Hong Kong.
Ms. Lau Wai Lan, Supervisor of the Macau Taxation Institute, shared with us the relevant topics of Macau's tax certainty services. Ms. Lau's speech not only enhanced the participants' understanding of Macau's tax policies, but also provided a new perspective on Macau's role in regional tax cooperation.
Subsequently, Ms. Chen Wei, Executive Director of the Shenzhen International Taxation Research Association and Tax Partner of KPMG Enterprise Consulting China Co., Ltd., shared the practice of tax certainty services in cross-border transactions through actual cases. Ms. Chen's case analysis provided participants with practical experience and lessons, and enhanced the tax risk management capabilities of enterprises in cross-border transactions.
Finally, Mr. Yao Ning, Director of the Fourth Taxation Branch of Shenzhen Municipal Taxation Bureau and Director of the Shenzhen Certified Tax Agents Association, and Mr. Cai Yuxin, Lecturer of the "Belt and Road" Tax Collection and Management Capacity Promotion Alliance and Chief of the Fourth Investigation Section of the Fourth Taxation Branch of Shenzhen Municipal Taxation Bureau, jointly presented us with a wonderful sharing. They discussed the exploration and practice of the tax authorities in tax certainty services. The speeches of Director Yao and Chief Cai provided practical cases and policy suggestions on how tax authorities can improve service quality and optimize the tax environment.
